All circle Secretaries and members of the union,
I have a great
pleasure to inform you that our 29th All India Conference will be
held at Lucknow from date 26th to 27th Feb. 2013. Central
Working Committee Meeting is scheduled on 26th Feb.2012 at 10.00 A.M.
and General Body will start on the same day at 15.00 P. M.
The venue of the
conference is Shah Ganga Prasad Dharmashala. This place is near to Lucknow
Chowk Post Office. Many historical buildings like Chota Imambara, Bara Imambara
and Ghantaghar are within walking distance. The birth place of Lord Rama,
Ayodhya is about 130 KM for Lucknow. Prayagraj Alahabad where the Kumbh is
going on is about 200 KM and Kashivishveshwar Temple of Varanasi is abour
280.KM from Lucknow. All members are requested to join this function and take opportunity
to visit these places. Reception committee of the AIC will issue separate
bulletin giving detail information.
REGARDING
MADRAS COURT CASE
As per judgment
of the Honourable Madras High Court our Department was to issue order on
recognition issue on 1st Oct. 2012. But the Department favoured
opposite union and called fresh information from all the Circles and is
delaying the justice. Now our union has again approached to Madras High Court
and filled contempt of court order petition. The first hearing is held on date
10.01.2013. Now the Department has assured to the Honourable High Court to
issue concern order within a week. The case is postponed to next hearing on
30.01.2013.
REGARDING
PERIODICAL MEETING
After Jan. 2006
Department held periodical meeting with NFPE and FNPO on date 29.11.2012. Date
of meeting with non-federated union is not yet intimated. We have sent our agenda
to secretary (P) and Director (SR) and requested to hold the meeting without
further delay. Three issues taken by our sister union for discussion in the
meeting got no solution but replied to be looked into after implementation of
CBS. We have already discussed these issues with concerned authorities. Any
changes in working of SBCO and in the status of the staff are to be done after
implementation of the CBS. After CBS there will not be any duplication in the
work and there will be more responsibility on SBCO staff.

Sub: Holding of periodical
meeting with representatives of the union.
Madam,
Kindly refer to
this union letter of even no. dated 24.11.2012 on the captioned subject. The
last periodical meeting with representatives of this union was held on 5th
Jan. 2006. As such so many staff problems are pending. This union vide
aforesaid letter has requested to call for the meeting so that grievances of
the SBCO staff will be discussed for early settlement. The agenda items given
for the meeting are as below.
1.
Unfair recovery of SB fraud amount form SBCO staff.
2.
Writing of APAR of SBCO staff by AOICO (SB) instead of Divisional Head.
3.
Posting of HSG I officials from SBCO cadre as In Charge SBCO in place of AAO.
Besides this
following issues have been taken by this union by correspondence time to time
with concern authorities but favourable action is still wanting.
1.
Permission to Appear for PSS Gr. ‘B’ examination.
2.
Filling up of all vacant posts curtailed prior to 2009.
3.
Filling up of all vacant supervisory posts in SBCO.
4. Non
utilization of SBCO staff for SB branch work like settlement of objections and
minus balance
cases.
5.
Harassment to SBCO staff by Divisional Heads compelling to attend all the
Sundays and Holidays and
ordering duty after working hours.
6.
Fixing time factor for SBCO work in computerized environment.
7.
Revised working procedure for SBCO under computerized environment.
8.
Restructuring of SBCO cadre.
9.
Granting grade pay of organized accounts cadre to SBCO staff.
10.
Fast track promotion (like Postmaster cadre) for posting in supervisory cadre.
11.
Creation of HSG I posts in all the Circles as per norms.
12.
Granting of 3rd MACP to directly recruited PA from postman under outsider quota
in West Bengal
Circle.
13 Accommodation
for Union Office in New Delhi.
14.
Granting honorarium for attending MGNREGS work like Sub Post Office staff or
posting additional
staff.
15.
Posting of staff as per revision cases.
16.
Posting additional staff for checking of MPKBY/SAS commission bills.
It is therefore
requested to hold the periodical meeting with representatives of this union.
Date and time may please be intimated in advance to enable the representatives
to attend the meeting.

BENGAL CIRCLE CONFERENCE
Circle conference
of West Bengal Circle was held at Digha. It was a great function with positive
deliberation. Following representatives

All India Conference will be held at Lucknow (Uttar Pradesh Circle) from date
26th Feb.13 to 27th Feb 13 at Ganga Prasad Dharmashala, Lucknow Chouk, Lucknow 226
003. Members are requested to attend the function in large and make it grand
success.
PROPOSED
STRIKE BY JCS ON 20 & 21.02.2013
Our union has
decided not to participate in the proposed strike dated 20 and 21.02.2013. All
Circle Secretaries will please issue instructions to the members in their
Circles.
RE-EXERCISE
OF OPTION UNDER RULE 6 OF CCS (RP) RULE 2008
After issuance of
OM No. 10/2/2011-E-IIIA dated 19.03.2012 granting one increment to the officials’
on 01.01.2006 whose annual increment was due between Feb. 2006 to June 2006 in
the pre-revised pay scale, the MOF vide letter No. 10/2/2011-E-III(A) dated
03.01.2013 has accorded fresh opportunity to Central Govt. employees to
re-exercise their option to come over to the revised pay scale as per CCS (RP)
Rules 2008 for re-fixation of their pay in revised pay structure either form
01.01.2006 or from their date of next increment in pre-revised pay scale.

ORDER NO. 15/2012
Vide letter no.
109-04/2007-SB dated 09.10.2012 all vouchers of closed accounts along with SB –
3 card and KYC documents are to be preserved separately for ten years. However
the preservation period of withdrawal vouchers will remain six years.

ORDER NO.1/2013
The Post Office
Saving Account Rule 4A has been amended vide Notification No. 2/6/2006-NS-II
dated 24.12.2012. Now along with wages released under MGNREGS Act any other
Govt. benefit (except Indira Gandhi National Old Age/Widow/Disabled Pension)
and any deposit by Workers Wage Account holder in to his/her account admissible
under POSA Account Rules 1981 can be accepted in the account. The condition of withdrawal
by producing Wage Slip along with withdrawal form has also been removed.

ORDER NO.16/2012
As per Rule 4(2)a
of NSC-VIII and IX issue rules, a single holder type certificates can be issued
to an adult for himself or on behalf of a minor or to a minor. Therefore NSCs
can be purchased by any adult in the name of minor irrespective of any
relation.

ORDER NO. 17/2012
The MOF (DEA)
vide its OM No. 2/2/2012 dated 30.11.2012 has informed that as per Income Tax
Department Circular No. 08.2012, investment in the following Small Savings
Schemes fall under provisions of Section 80C of the Income Tax Act 1961 subject
maximum limit of Rs. 1 Lakh.
1. Any investment in National Savings Certificates (VIII issue) and
(IX issue).
2. Any investment in account under Senior Citizen Savings Schemes
Rules 2004.
3. Any investment as five year time deposit in an account under POTD
Rules 1981.
4. Any contribution to Public Provident Fund account.
From the
financial year 2012-13 under Section 80TTA of Income Tax Act 1961, the interest
income from Post Office Savings Account not exceeding Rs. Ten thousand is
eligible for deduction from taxable income.
APPEAL
All Circle
Secretaries are requested to clear their CHQ Quota before AIC. Our union had to
spent lot of amount on court case.
