I wish to issue this Bulletin with the following
news.
I. CHQ News:-
1) MADRAS
HIGH COURT CASE:-
Our
union has filed petition for vacating the interim stay brought by IPSBCOE
Association on Department’s order No.16/75/2010-SR Dated 29-06-2011.
The Hon’ble court is on summer vacation up to 30-06-2012. It is expected that the interim stay will be
vacated earlier.
2) RD/MIS/SCSS DATA ENTRIES:-
This
union has given proposal to bring RD and MIS data from SOs either by email or
through pen drive. Then only the SBCO
staff can check vouchers with reference to ledger card i.e., computer data
entries and supervisor SBCO can certify balance of the account for preparation
of duplicate pass book.
In
some HOs said procedure is being adopted.
Our union will once again take this issue for implementation in all the
HOs.
3) CORE BANKING SOLUTION IN THE DEPARTMENT
OF POSTS:-
1) 6
Circles are selected for the Pilot Phase.
2) 120
HO/SOs are in 1st Phase.
3) In
addition to this nearly 4000 Sub Offices are included in phase 1B.
4) Daily monitoring is stated to know the
position of Data updating scores will also be given for each item of work and
reconciliation process is going on.
5) 6
Pilot Circles are 1) Karnataka 2) Tamil Nadu 3) Uttar Pradesh
4)
Assam 5) Maharashtra
6) Rajasthan.
6) The
Companies are Infosys, TCL, and another 14 companies.
7) The
monitoring work is now assigned to NISG.

8) The Department is planning to establish the
Postal Bank, proposal for this is being submitted to Ministry of Finance.
9) The
company for CBS software will be Infosys.
4) PERIODICAL MEETING WITH REPRESENTATIES
OF THE UNION:
Our
union has submitted agenda for periodical meeting on data 14-06-2011 and 01-05-2012.
1) Unfair
recovery of SB fraud amount from SBCO staff.
2) Withdrawal
of V2 SBCO software from SBCO working.
3) Writing of CR (APAR) of SBCO staff by AOICO
(SB) instead of Divisional Head.
5) RESOLUTION
PASSED IN THE CWC MEETING HELD ON DATE
23-05-2012
TO 24-05-2012 AT AMBAJI (GUJARAT CIRLCE):-
1)
Before
implementation of Core Banking Solution a team may be formed with sufficient
staff from postal side on HO level to collect the data from Sub Office. This team will visit the SOs and upload the
SB data in HO Sanchay Post. The V2 SBCO
balances should be updated by using additional man power up to a particular
data. The uploaded Sanchay post balances
from SOs and V2 SBCO updated balances should be tallied through DB
Analyzer. The discrepancies between V2
balances, if remain, should be kept in suspense. And the Snchay Post balances should be taken
as authentic balances for migrating to CBS.
2)
All
the Vacant posts of PA (SBCO) should be filled up immediately.
3)
All
the supervisory posts should be filled up from MACP III officials on seniority
basis as they are drawing pay of that posts and selected through DPC.
4)
Supervisory
posts should be given allowance as this post has to shoulder responsibility. No
one will also refuse promotion if some allowance is paid.
5)
Separate
Circle Pairing Unit should be formed in Chhatisgarh Circle.
6)
Since
there is no HSG I post in supervisory cadre in Chhatisgarh Circle at least two posts in
SBCO in that Circle should be created as per norms.
7)
SBCO
staff should be allowed to appear for PSS “Gr.B” examination.
8)
Fast
track promotion scheme should be introduced in LSG, HSG II and HSG I cadre to
overcome the non availability of regular supervisors in SBCO.
9)
Services
rendered as RTP should be counted for MACP promotion.

10) Sufficient space with
furniture for keeping the records like vouchers should be provided to each
SBCO.
11) RD/MIS/SCSS accounts of
SOs should be created in HO Sanchay post by using additional man power or
outsourcing. Then RD/MIS/SCSS data should be brought from SOs to HO Sanchay
post through email/FTP mode daily.
12) Writing of APAR of SBCO
staff should be transferred to AO ICO (SB) instead of Divisional Heads.
13) Frequent changing the
staff in SB branch in HO should be stopped.
14) SBCO staff should not be
utilized for other than SBCO work like settlement of objections and minus
balance cases.
15) Cadre restructuring
committee should be formed for SBCO and views of this union should be
considered in this matter.
16) Time factor for working
on working on computer for SBCO work should be fixed immediately to know the
staff justification.
17) Revised control procedure
after computerization for SBCO should be
circulated.
18) Supervisory posts
occupied by AAO in SBCO should be given to HSG I officials in SBCO cadre.
19) Directorate should issue
order to weed out old records like vouchers of which preservation period is
completed and which are lying in SBCO unchecked due to shortage of man power.
20) Full time record keeper
posts should be created in SBCO to manage the old records.
II. DEPARTMENT ORDERS:-
a) Clarification on 25% Increase in various
allowances:-
Increase
of 25% in various allowances owing to increase in DA by 50% and
above-Pre-revised (5th CPC) DA Rates-reg.
I am directed to say that
his Directorate has been in receipt of a number of queries about the 25%
increase in the DA rates on tour of pre-revised (5th CPC), as a
result of over 50% increase in the rate of Dearness Allowance w.e.f. the 1st
January, 2011. The matter has been examined in consultation with the Ministry
of Finance (DoE) and it is clarified that the provision of automatic increase
by 25%, whenever Dearness Allowance payable on the revised pay 6th CPC
recommendations, vide OM No. 19030/3/2008-E.IV dated 23.9.2008 and that this provisiondoes
not apply to the pre-revised (5th CPC) DA rates. This may kindly be
brought to the notice of all concerned immediately.
This issues with the
approval of the Competent Authority.

b) Updating
and validation of POSB and MGNRES data in SOs and HOs:-
Kindly refer to the
instructions issued from this office from time to time to update data of all
Savings Schemes in HOs as well SOs and periodical verification of office-wise
balances maintained in SBCO with the operational set of balances available in
SBSO or SBHO.
It is once again
reiterated that data of all savings schemes including MGNEREGA and other
decentralized of SO need to be updated and validated in the HO so that the same
can be migrated to the CBS as and when introduced. Similarly data of all schemes of HOs also
need to be updated and validated so that it can also need to be updated and
validated so that it can also be migrated to CBS any time. It is pertinent to
mention that updating of data of RD/MIS and SCSS accounts of Sos is to be done
by SBCO in HOs as conveyed in 2003.

c) Clarification on Rotational Transfers
Policy Guidelines:-
Rotational
Transfer policy guidelines for the year 2012-13 for all cadres including
Private Secretaries Stenographers and MMS in the Department of Posts except
Indian Postal Service, Group’A’.
I am directed to refer to
Directorates’s letter of even number dated 2.4.2012 on the subject cited above.
Some Circles have sought classifications on the rotational policy guidelines
for the year 2012-13 about their applicability to the cadres of Postmen and
Multi Tasking Staff (MTS).
2. In this connection it
is stated that the rotational policy guidelines contained in Directortates’s
letter No.69/4/79.SPB. dated 16.12.1981 did not include the cadres of Postmen
and the then Group “D” staff and now MTS. The orders issued vide DTE letter of
even number for the year 2012-13 are also not intended to be made applicable to
Postmen MTS of the Circles. Therefore, the cadres of postmen MTS are not
covered under the Rotational Transfer Policy guidelines for the year 2012-13.
3. In addtition to above,
it is also clarified that the provisions of Station Tenure of six years
contained in bid rotation transfer guidelines are also not applicable to the
cadre of Postal Assistant Sorting
Assistant except when transfers
are ordered in administrative interest and under exigencies of service..

III. CIRCLE NEWS:-
1) Retirement of President:-
Sri K.Hanamantha Reddy,
President of our Union has retired from
service on 30-06-2012 Sri.Gnaneswar PASBCO, Hyderabad GPO and Sri.Padmachari,
PASBCO, Thirumalagiri have also retried on 30-06-2012. A grand function was arranged at Hyderabad on 01-07-2012
at 11:00 Hrs. The Secretary, Treasurer
and Regional Representative of Kurnool Region have attended the meeting from Kurnool. So many retired officials of SBCO and the
Family Members of the retired officials have attended the meeting. The retired officials have felicitated in a
grand manner and the function was successful.
2) New President:-
It was decided in the CWC
meeting of our union held at Mahanandi on 27-11-2011 to elect Sri.G.V.D.Prasad
PASBCO, Bobbili HO as president and Sri.K.Veerasekhar PASBCO, Anantapur HO, as
Auditor. Accordingly the above officials
will act as decided with effect from 01-07-2012.
3) Rotational/Request Transfers:-
The
Rotational/Request Transfers of SBCO Staff of AP Circle for the year 2012 have
