        I wish to issue this Bulletin with the following news, you might have received the Calendar of our union for the new year 2013.

1.      (a) ALL INDIA CONFERENCE:-

        29th All India Conference will be held at Lucknow from date 26th and 27th February 2013.  All the office bearers, delegates and members are requested to book their rail tickets well in advance.  Details of the programme will be intimated in due course.

(b) NOTICE / AJENDA

NOTICE:

        Under article 18-a & 21 of the Constitution of the AISBCE UNION, it is hereby notify that the XXIX ALL INDIA CONFERENCE (AIC) of the union will be held at Shah Ganga Prasad Dharmashala, Near Licknow Chowk PO, Lucknow -226 003, Utta pradesh Circle, on date 26-02-2013 [Tuesday] & 27-02-2013 [Wednesday] to transact the following business. Meeting will commence at 15.00 P.M. sharp on 26-02-2013 under the Chairmanship of Shri R.K.Tandan, President of the union.

     To express our heart-felt condolence to the departed soul of the national leaders and SBCO staff.

     To discuss about the computerization and of postal Savings Bank and SBCO.
     To discuss about the role of SBCO after implementation of CBS.
     Any other matter with permission of the chair.

2.      MADRAS HIGH COURT CASE:-

        The Hon’ble Madras High Court on date 03-09-2012 disposed of the petition filed by the All India Postal SBCO Employees Association giving directions to Department to decide the recognition case of the said association by1st October 2012.  But the Director (SR) has once again called membership figures of the said association from all the Circles and delaying final order.  Our advocate has issued notice to Director (SR) as why contempt of court order petition should not be filed.  The petition will be filed if reply is not received or action is not taken within stipulated period.

3.      C.B.S:-

        The work shop on CBS is going on in RAKNPA at Gaziabad.  Eleven Officers including Director (CBS), AD (SB) from postal Directorate, System administrators etc., are attending the WORK Shop.  Shri Sanjeev Chawala, PA (SBCO) Delhi Circle is also nominated for the work shop.  It is known that the procedure and rulings after implementation of CBS is being discussed in the said work shop.  After CBS there will not be SOSB branch.  CPU and CPO will be discontinued.  The work of SBCO will be voucher checking and generating reports.  In 122 offices ATMS will be installed by March-April 2013 covering about 30 lakh accounts.

4.      RD/MIS WORK:-

        In many HQs Divisional Heads and Postmasters are harassing the SBCO staff to attend RD/MIS work without considering the practical difficulties.  During the visit to Haryana Circle for Circle Conference I visited Directorate and discussed this issue with DDG (FS) in detail.  He assured me to consider this issue favourably.

5.      Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees – Clarification:-

Reference is invited to the Department of Personnel & Training OM No.35034/2008-Estt (D) dated 19-05-2009 with regard to Modified Assured Career Progression Scheme (MACPS).  Pursuant to the discussions in the meeting of National Advisory Committee held on 17-07-2012 and subsequent meeting on 27-07-2012 held with the staff side and in continuation to clarifications issued vide this Department’s O.M.No.35034/2008-Estt. (D) (Vol.II) dated 01-11-2010, it is further clarified as under.

Financial upgradation under MACPS in the case of staff who joined another unit/organization on request:

        This Department’s OM No.35034/3/2008-Estt (D) (Vol.II) dated   01-11-2010 provides that in case of transfer including unilateral transfer on request’, regular service rendered in previous organization/office shall be counted along with the regular service in the new organization/office for the purpose of getting financial upgradations under the MACPS.  However, financial upgradation under the MACPS shall be allowed in the immediate next higher grade pay in the hierarchy of revised pay bands as given in CCS (Revised Pay) Rules, 2008.  It is now further clarified that wherever an official, in accordance with terms and conditions of transfer on own volition to a lower posts, is reverted to the lower Post/Grade from the promoted Post/Grade before being relived for the new organization/office, such past promotion in the previous organization/ office will be ignored for the purpose of MACPS in the new organization/office.

Benchmark for MACP Scheme:

        Para 17 of Annexure-I of the MACP Scheme provide that the financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-1.  Thereafter for upgradation under the MACPS, the benchmark of ‘Good’ would be applicable till the grade pay of Rs.6600/- in PB-3.  The benchmark will be “Very Good” for financial upgradation to the grade pay of Rs.7600/- and above.  This Department’s OM No.35034/3/2008-Estt.(D) (Vol.II) Dated 01-11-2010 provides that where the financial upgradation under MACPS also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefit under MACPS as mentioned in para 17 ibid, the benchmark for promotion shall apply to MACP also.  It is now further clarified that wherever promotions are given on non-selection basis (i.e. on seniority – cum-fitness basis), the prescribed benchmark as

mentioned in para 17 of Annexure – 1 of MACP Scheme dated 19-05-2009 shall not apply for the purpose of grant of financial upgradation under MACP Scheme.

        The MACP Scheme issued by this Department vide OM No.35034/3/2008-Estt (D) dated 19th May, 2009 stands modified to the above extent.

        The undersigned is directed to invite reference to the Department of Personnel & Training (DOP &T)’s Office Memorandum of even number dated 09-08-1999 with regard to the Assured Career Progression Scheme for the Central Government Civilian Employees.  Para 8 of the Annexure-I attached with the Scheme provided as under.

        “8. The financial upgradation under the ACP Scheme shall be purely personal to the employee and shall have no relevance to his seniority position.  As such, there shall be no additional financial upgradation for the senior employee on the ground that the junior employee in the grade has got higher pay-scale under the ACP Scheme”.

        The ACP Scheme was applicable upto 31-08-2008 and was replaced by the Modified Career Progression Scheme (MACPS) with effect from 01-09-2008.  As the revised pay scales are applicable with effect from 01-01-2006, those employees who received ACP between 01-01-2006 to 31-08-2008 not financial upgradation under ACP Scheme in the revised pay scales.

        Instances of senior employees who got benefit under ACP Scheme prior to 01-01-2006 and are drawing less pay than their juniors who got benefits under ACP Scheme after 01-01-2006 (i.e., between 01-01-2006 and 31-08-2008) have been brought to the notice of this Department.  The issue has been examined in consultation with the Department of Expenditure and it has been decided to allow stepping up of pay in such cases where the senior, but for the pay revision on account of 6th CPC< would have continued to draw higher pay, subject to the following conditions.

i.      Both the junior and the senior Government servants should belong to the same cadre and the posts in which they have been promoted/ financially upgraded should be identical in the same cadre.

ii.      The pre-revised scale of pay and the revised grade pay of the lower and higher posts in which they are entitled to draw pay should be identical.

iii.     The senior Government servant should have been drawing equal or more pay than the junior before receiving ACP/Promotion.

iv.     The stipulations as contained in DOPT’s O.M. No.4/7/92-Estt.(Pay-I) dated 04-11-1993 along with revision of pay scales may be observed while granting such a stepping up of pay.

6.      Effect of Refusal of Regular Promotion before becoming entitled to a Financial Upgradation under MACPS:-

        Attention is invited to Para 25 of Annexure-I to this Department’s Letter No.4-7/(MACPS)/2009-PCC dated 18-09-2009, the contents of which are reproduced below:-

“If a regular promotion has been offered but was refused by the employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed as such an employee has not been stagnated due to lack of opportunities.  If, however, financial upgradation has been allowed due to stagnation and the employees subsequently refuse the promotion, it shall not be a ground to withdraw the financial upgradation.  He shall, however, not a eligible to the considered for further financial upgradation till he agrees to be considered for promotion again and the second and the next financial upgradation shall also be deferred to the extent of period of department due to the refusal”.

        As part of their charter of demands served with notice of indefinite strike with effect from 17-01-2012, the Postal Joint Council of Action had taken up the an item relating to cases where the employees had declined promotions prior to issue of MACP Orders (Prior to 2009).  The justification offered in this regard was that the refusal to regular promotion during the interim period effective from 01-09-2008 to the date of issue of the orders cannot be taken as refusal since the employees were not in a position to know that the Government was going to introduce MACPS for them with effect from 01-09-2008 and in that way refusal to regular promotion during this interim period has a bearing on their financial upgradation.

        The matter was taken up with DOPT and vide their DOPT and vide their ID Note No.46752/CR/12 dated 06-08-2012, DoPT has now clarified as under.

        “ACP/MACP Schemes are being operated as safety net to deal with the problem of genuine stagnation and hardship faced by the employees due to lack of adequate promotional avenues.  In case an employee has refused promotion, no financial upgradation is allowed under ACP/MACP Schemes.  Para 25 of the MACPS is a policy decision of the Government with regard to the effect of refusal of regular promotion on the operation of the Scheme.  Any relaxation in the matter may not therefore be possible in deviation of the provisions of the Scheme”.

7.      Measures to be taken prevention of frauds:

        The under signed is directed in say that despite issue of various instructions from time to time to take preventive measures for prevention of frauds, information about detection of frauds involving huge amount is pouring in, from various field units through investigation Division of Directorate.  After studying modus operandi used in many fraud cases, following further instructions are being issued which may help in preventing frauds:-

Despite issue of repeated instructions for making payment of Rs.20,000/- or above in case of all maturity/prematurity value payments in all schemes either by crossed cheques or by way of credit into savings account (opened after following KYC norms) still information about making cash payments in such cases is being received which is leading to detection of fraudulent payments. It was also mentioned in this office SB.Order No.3/2008 dated 19-02-2008 that such act should be treated as CORRUPT PRACTICE. It has now been decided that while allowing all such withdrawals by closure or premature closure amounting to Rs.20,000/- or above, SPM      or Supervisor will note Cheque Number or Savings Account Number in the account closure form or Discharge Voucher through which payment was made. Similarly while posting withdrawals in the SOSB group in HO, Ledger PA and Supervisor should see all such vouchers and immediately report to the Postmaster where cash payments are noticed. In case of certificates, while preparing return for audit, the concerned PA and Supervisor should see all the discharged vouchers and report to Postmaster if any cash payment in respect of amount of Rs.20,000/- or above is noticed. SBCO shall also do this check while doing voucher checking of closed/prematurely closed accounts and send immediate report to Divisional Head if any such cash payment is noticed. Divisional head while taking stern disciplinary action against responsible officials/Supervisors may also include their name while lodging FIR in fraud cases to curb such tendency in future.

It has been noticed that some post offices are accepting business from messengers of     SAS/MPKBY agents which is highly irregular. Provision for acceptance of business from authorized messenger has been laid down in Rule 17 (4) of POSB Manual Vol-II, which, stipulates that as and when an authorized/accredited messenger is appointed by an Appointment Authority, it will forward a copy of authorization letter, a specimen signature of the messenger and his photograph to the post office. Therefore, it is decided that no post office will entertain any messenger from any agent for accepting business except in case the Appointing Authority has given the required documents along with Authorization letter. Any violation of these instructions shall also be treated as CORRUPT PRACTICE and will be dealt with the stern disciplinary action.

It is one again reiterated that no maturity/prematurity value should be credited into any savings account in which appropriate KYC documents as mentioned SB Order No.2/2012 dated 10-02-2012 are not obtained.

It has been noticed that many frauds are being occurred by misusing of Data Entry Module of Sanchay Post. It is therefore decided that no node at the counter or with supervisor required should have Data Entry Module of Sanchay Post. Data entry module absolutely required should be loaded only in one node which will be kept either on the table or in the premises of Postmaster/Sub Postmaster of the Post Office alongwith a register. As and when any data is required to be entered or altered, it should be made in the presence of Postmaster/Sub Postmaster and all such changes should be noted in the register which will be signed by the Postmaster/Sub postmaster with date and designation stamp.

8.a)  Investigations at private hospitals/diagnostic laboratories/imaging centres empanelled under CGHS

        With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for simplification of procedure for undergoing investigatins at private hospitals / Diagnostic laboratories / imaging centres empanelled under CGHS. The matter has been examined and with view to alleviate the inconvenience to CGHS beneficiaries in obtaining requisite for undergoing investigations at CGHS empanelled private hospitals / diagnostic laboratories/imaging centres, it has now been decided that CGHS beneficiaries shall herein after be allowed to undergo investigations at private hospitals / diagnostic laboratories / imaging centres empanelled

under CGHS after specific investigations have been advised by a CGHS Medical Officer or a Government Specialist without requirement of any other referral(permission) letter.

2.Private empanelled hospitals/diagnostic laboratories/imaging centres shall perform the investigations/ diagnostic tests on cashless basis in respect of pensioners, ex-MPs, freedom fighters and other eligible categories of CGHS beneficiaries, who are presently eligible for credit facility and shall enclose the prescription issued by a CGHS medical. Officer or a Government Specialist, in original along with the hospital bill submitted to competent authorities.

3. Serving government employees shall enclose the prescription issued by a CGHS Medical Officer or a Government Specialist inoriginal, while submitting the medical claim to the concerned Ministry /department/officer for reimbursement.

4. CGHS Medical Officer / Government Specialist shall not refer the beneficiaries to any particular diagnostic laboratory or imaging centre by name but, shall Specify the investigation and mention referred to CGHS empanelled centre.

5. These orders are applicable only in respect of investigations for which CGHS rates are available. I shall come into force with immediate effect.

6. This issue with the concurrence of Integrated Finance Division vide FTS No 31560/2012.

b)      New Timings for CGHS Wellness Centres

          The undersigned is directed to state that with a view to improve the functioning of CGHS and ensure optimum utilization of available manpower resources, it has been decided to revise the timings of CGHS Wellness Centres from the Present timings of 7.30 AM to 1.30 PM to the new timings of 9.00 AM to 4.00 PM.

2.     The CGHS Wellness Centres in New Delhi which are currently functional for 24 hours, will continue to function as usual in shifts.
3.     The diagnostic laboratorics and yoga centres functioning in CGHS wellness Centres will open at 8.00 AM and close at 3.00 PM.
4.     The Registration counters in CGHS Wellness Centres will start registration at 9.00 AM and close at 3.45 PM.

5.     A lunch break of 30 Minutes will be allowed to all officers and staff of CGHS Wellness Centre. The CMO in charge will manage the operations of the Wellness Centre in such a manner by allowing flexible timings for lunch to the officers and staff that the operations of the CGHS Wellness Centres is not brought to hair at any time.

6.     The new timings will be implemented in the CGHS Wellness Centres in New Delhi NCR. Orders for its implementation in other places will follow.

7.     The new timings for CGHS Wellness Centres will be effective from 1st January, 2013.

8.     This is issues with the approval of Minister of Health and Family Welfare.

The Regional Meeting of Kurnool Region was held on 11-11-2012 at Anantapur Co-Operative Credit Society Office, Anantapur. Sri.N.Srinivasulu, Regional Representative and his team has arranged the meeting.  As many as 17 Members have arranged the meeting. The Circle Secretary & Treasurer have attended the meeting. The meeting was held in two sessions and discussed the problems. Thanks to one and all.

        The Regional Meeting of Vijayawada Region was held on 09-12-2012 at Vijayawada H.O. Sri.M.Someswara Rao, Regional Representative and his team has arranged the meeting in a grand manner. As many as 34 Members have attended the meeting. Sri.K.Hanumantha Reddy Ex-President of our union, Circle Secretary, Treasurer, R/R, Kurnool Region and Sri.L.Prakash Rao, Sri.B.Bhavani Veeera Kumar, Sri.K.S.Prakash Rao of from Visakhaptnam Region have attended the meeting. The meeting was held in two sessions and discussed the problems and resolutions passed to submit in the All India Conference. Thanks to one and all.

2.      Agenda of items for four monthly meeting :-

5.      TIPS AND TITBITS:

SMALL FREQUENT MEALS INDIABETES

Eating frequent small meals, rather than eating 3 major meals-breakfast, lunch and dinner can be beneficial for people with type 2 diabetes people.

A study done on diabetic persons made comparsion of blood sugar levels when the subjects were fed either six small meals or two large meals, with both study groups receiving the same intake of calories in their diet.
                              
The people who received 6 small meals showed

     A reduction blood glucose fluctuations.
     Better use of insulin in the body.
     Improved insulin sensitivity.
     Reduced levels of contraregulatory hormones (hope you remember what are the counterregulatory hormones).


The researchers suggest that a diet of smaller, more frequent meals may be beneficial in older type 2 diabetes persons.

BUT REMEMBER THE TOTAL CALOREIS SHOULD BE THE SAME AT THE END OF THE DAY YOU CANNOT INCREASE THE TOTAL AMOUNT OF FOOD INTAKE.

It just gets spread over the day in small portions. Basically this practice reduces the chances of getting very high sugars after a heavy meal which will make the panceras work harder to produce more insulin and thus getting exhausted easily.

So maybe you can design the menu spread over the day like this:

        -Breakfast-11am snack-lunch-4 pm snack-early dinner-a glass of low  Fat/skimmed milk before sleeping- (total calories should remain the same that was suggested for you by your doctor)

Remember the 2 marie biscuits  you may be eating for the 11 am snack with the tea gets counted at the end of the day. The 2 biscuits with the tea you have prepared with milk may total to around 65 to 70 calories. Don’t think that you can ignore the tea with snacks as it is low calories. Similarly the low fat/skimmed milk you take at bedtime is again another 100 calories. Don’t forget to add that to the total calories.

See, friends, this is where your calculation may go wrong. You have to count the calories of each and every food- BIG OR SMALL-that goes inside your tummy at different times by the end of the day to get the total calories that you have consumed for the day.
